If you want romance (which I write and read) where the couples DON'T jump into bed, you've got loads of choices!
Look for:
Sweet Amish
Slow burn
Glacial burn
or Sweet in general
Plenty of readers don't want instruction manuals and plenty of authors cater to that taste.
The cover will often -- but not always! -- give a clue as to the heat level.
Shy rosebuds? handholding
Fully spread flowers like a crotch shot? There will be sex.
The more skin you see on the cover models (male, female, or alien) the more sex.
This isn't cut and dried, but it gives you a clue to amount of sex and how detailed it is.
And your titles are? With links?

But I do like Mary Balogh.
Marion Chesney is good too, for Regency romance as is Georgette Heyer.
I can't think of any right-off-hand at the moment other than those two.
But then I don't read Amish or Mennonite romance.
