The writers didn't know what to do with him alternating between doofus frat boy or hardboiled noir dectective. They should've given him the superficial fratboy doofus persona hiding the noir hardboiled dectective. It would've given his nteraction wirh Gibbs a lot more logical sense
It would have made hiring Tony make more sense. I still can't reconcile his fratboy nonsense with having worked Baltimore homicide. There's a line between dark cop humor and "never left puberty."

Nah. He was far too set in his ways. And the actor thought he could carry his own TV show on his own personal charisma. He was wrong.
Ziva leaving annoyed me. Tony's existence annoyed me. It balanced out
